An emergency call is not a small version of a re-roof. The goal is triage: find the opening, close it, and stop water entering the structure. In practice that means a roof-level inspection in whatever weather is happening, a temporary repair, sealed flashing, replacement shingles, a properly strapped tarp run over the ridge and well past the damage - and a written note of what was found so the permanent repair can be scoped later.
A tarp thrown over a hole and weighted with bricks will be gone by morning. A correct one is sized to run past the damaged area on all sides, carried over the ridge so water cannot drive underneath, and fastened with battens or straps rather than nails driven through undamaged field shingles. It should last weeks, not days.
Most Pennsylvania homeowners policies impose a duty on you to take reasonable steps to prevent further damage after a loss, and they normally reimburse the cost of doing so. Keep the invoice for emergency tarping separate from the permanent repair invoice, and photograph the damage before the tarp goes on.
Do not go up on a wet, frosted or steep roof yourself. Do not sign an open-ended "authorization to perform emergency services" whose price is left blank. And check the contractor's PA Home Improvement Contractor registration even under time pressure, registered contractors must carry at least $50,000 in liability insurance.
